Many organizations — from federal agencies to private foundations — offer grants, scholarships, and free training programs to help people build cybersecurity skills. Whether you're a student in Irvine, a career changer in Corona, or a working professional anywhere in Orange County or Riverside County, there are programs designed to reduce or eliminate the cost of cybersecurity training.

Free Cybersecurity Training Programs

Before looking at scholarships and grants, it's worth knowing that several world-class cybersecurity training programs are completely free. These require no application or financial qualification — just your time and commitment.

  • ISC2 Certified in Cybersecurity (CC) — Free Training & Exam
    ISC2 offers its entry-level cybersecurity certification entirely free, including the self-paced online training course and the certification exam. This is one of the most valuable free offers in cybersecurity education. ISC2 is the same organization behind the CISSP, widely considered the gold standard in the field.
  • SANS Cyber Aces Online
    Free foundational courses from SANS, one of the most respected cybersecurity training organizations in the world. Covers operating systems, networking, and system administration — no cost, no application required.
  • CISA Cybersecurity Training
    The U.S. Cybersecurity & Infrastructure Security Agency provides free training modules, exercises, and awareness resources for individuals and organizations. No registration or fees required.

Federal Scholarships & Workforce Programs

The U.S. government has identified cybersecurity as a critical national priority and funds several programs to develop the cybersecurity workforce. These programs offer substantial financial support — some cover full tuition, living expenses, and provide guaranteed employment after graduation.

  • CyberCorps: Scholarship for Service (SFS)
    Funded by: National Science Foundation (NSF) & Department of Homeland Security
    One of the most generous cybersecurity scholarship programs in the country. Covers full tuition, fees, and provides a stipend for living expenses at participating universities. In exchange, recipients commit to working in a government cybersecurity role for a period equal to the length of the scholarship. Multiple California universities participate in this program.
  • NICCS Workforce Development Programs
    Funded by: CISA / Department of Homeland Security
    A collection of federal initiatives designed to grow the national cybersecurity workforce. Includes apprenticeship programs, veteran transition programs, and partnerships with community colleges. The NICCS website aggregates these opportunities in a searchable directory.
  • DoD Cyber Workforce Framework
    Funded by: U.S. Department of Defense
    The Department of Defense employs one of the largest cybersecurity workforces in the world and offers education benefits, tuition assistance, and certification funding for military personnel, veterans, and civilian employees pursuing cybersecurity careers.

Industry Scholarships & Certification Vouchers

Several cybersecurity organizations and technology companies offer scholarships, exam vouchers, and discounted training to help people enter the field. These are especially valuable for career changers and self-taught learners.

  • ISC2 One Million Certified in Cybersecurity
    ISC2's initiative to put one million people through their Certified in Cybersecurity (CC) program at no cost. Includes free coursework and a free exam voucher. Open to anyone worldwide — no prerequisites or prior experience required.
  • CompTIA Academic & Workforce Programs
    CompTIA offers discounted exam vouchers for students and academic institutions. Many community colleges and workforce development centers in Orange County and Riverside County are CompTIA Academic Partners, which means their students can access reduced certification exam pricing.
  • Coursera Financial Aid
    Coursera offers financial aid on most of its courses and professional certificates, including the Google Cybersecurity Professional Certificate. If approved, you get full access to the course and earn a certificate at no cost. The application is simple and decisions are typically made within two weeks.

California-Specific Programs

Residents of Orange County, Riverside County, and Southern California have access to state-level programs that support cybersecurity education and workforce development.

  • California Community Colleges Cybersecurity Programs
    Many community colleges throughout Orange County (Irvine Valley College, Saddleback College, Santiago Canyon College) and Riverside County (Riverside City College, Mt. San Jacinto College) offer affordable cybersecurity certificate and degree programs. California residents pay significantly reduced tuition, and many students qualify for fee waivers through the California College Promise Grant.
  • CalJOBS / America's Job Center of California
    California's workforce development system provides funding for eligible residents to pursue career training, including cybersecurity certifications. Visit your local America's Job Center in Orange County or Riverside County to learn about Individual Training Accounts (ITAs) and Workforce Innovation and Opportunity Act (WIOA) funding.
  • Employment Training Panel (ETP)
    California's ETP program provides funding to employers to train their workers in critical skills, including cybersecurity. If your employer participates, you may be able to access cybersecurity training at no personal cost.

Tips for Finding and Applying for Cybersecurity Grants

  • Start with free programs first. The ISC2 CC, SANS Cyber Aces, and CISA training require no applications and no waiting — you can start immediately.
  • Check your local community college. Many have cybersecurity programs with low or waived tuition for California residents. Financial aid offices can help you find additional support.
  • Apply for Coursera financial aid early. If you're interested in the Google Cybersecurity Certificate, submit your financial aid application as soon as possible — approval takes about two weeks.
  • Look into employer-sponsored training. Many employers in Orange County and Riverside County offer tuition reimbursement or professional development budgets that can be used for cybersecurity certifications.
  • Veterans: explore your benefits. GI Bill benefits can be used for many cybersecurity degree and certification programs. The DoD Cyber Workforce Framework also offers pathways specifically for transitioning service members.
